PADM 712 Organizational Leadership and Behavior in Public Administration

This course examines key organizational leadership and behavior best practices within the public administration context. These best practices will be examined from a biblical perspective on ethics and statesmanship.

Understanding leadership and its many dimensions is important for both leader and follower in the public sector. For the Christian, in an increasingly secular workplace, it’s important to understand how our faith can both lead us and strengthen us in the course of our duties. The purpose of this course is to both understand leadership and guide the believer in the interface between our faith and public service.


After reading the Course Syllabus and Student Expectations, the student will complete the related checklist found in the Course Overview.

The student will complete 4 Discussions in this course. The student will post one thread of at least 750 words by 11:59 p.m. (ET) on Thursday of the assigned Module: Week. The student must then post 2 replies of at least 250 words by 11:59 p.m. (ET) on Sunday of the assigned Module: Week. 

For each thread, students must support their assertions with at least 3 scholarly citations in APA format. Each reply must also incorporate at least 2 scholarly citations in APA format. Most sources cited should have been published within the last five years unless it supports a historic narrative or thesis. Acceptable sources include books, online academic journals found in the Falwell library, contemporary news publications, speeches, the textbook, the Bible, etc. 

The student will write two essays in current APA format that are 10 – 12 pages long with a minimum of 10 references, in addition to the course textbooks and the Bible.

Research Paper: Leadership Traits Assignment

  • Part I: Leadership Traits – Thesis Statement and Annotated Bibliography Assignment: The student will include 12 annotations of 100 words each for a sum of 1,200 words (5 pages).
  • Part II: Leadership Traits – Final Assignment: The student will write a 12 – 14 page research-based paper in current APA format that focuses on leadership traits and their impact on leaders. The paper must include at least 12 references in addition to the course textbooks and the Bible.

Research Paper: Leadership Skills Assignment

  • Part I: Leadership Skills – Thesis Statement and Annotated Bibliography Assignment: Student will include 14 annotations of 100 words each for a sum of 1,400 words (6 pages).
  • Part II: Leadership Skills – Final Assignment: The student will write a 14 – 16 page research-based paper in current APA format that focuses on a deep dive into biblical inspired public leadership . The paper must include at least 14 references in addition to the course textbooks and the Bible.
