Biography

Professor McGinley graduated summa cum laude from Regent University School of Law. Upon graduation, he clerked for the United States Court of Federal Claims in the Office of the Special Master, worked as Associate Counsel for the Center for Individual Rights, and served as Northern Virginia Field Coordinator for Bob McDonnell’s campaign for Attorney General. He subsequently worked in private practice at various firms as a contract attorney, litigation attorney, and special consultant.  He was also a supervising attorney at the Asia Office of the American Center for Law and Justice.  His practice areas included First Amendment Rights of Religious Freedom and Free Speech, Civil Rights and Equal Protection, Nursing Home Fraud and Abuse, and Vaccine Injury.

Professor McGinley taught for ten years as a Professor of Law at Handong International Law School in South Korea, where he was awarded Teacher of the Year in 2012, 2014 and 2020. He was also an adjunct professor at Regent University School of Law and Trinity Law School.  He has taught courses in Property I and II, Advanced Real Property, Legal Research and Writing, Advanced Legal Research and Writing, Oral Advocacy, Professional Responsibility and Bar Exam Preparation.

Professor McGinley is a member of the New Jersey State Bar Association, the District of Columba Bar, and the Bar of the Commonwealth of Pennsylvania.  He is also admitted to practice before the U.S. Court of Federal Claims.
